
The name of the Russian oligarch of Chechen origin Musa Bazhaev has been on the news lately. This half-billion dollar (Forbes estimates his fortune at $ 0.5 billion) is fighting for the polar fields and buying Mediterranean resorts, establishing a new mobile operator and building up cottages in a protected estate. So who is he — an effective manager keeping up with the times, or maybe the last of the 90s Mohicans, with their crimson jackets and platinum rings? Why does Bazhaev never tire of surprising his colleagues in the «oligarchic» shop and analysts who have seen a lot with his shocking antics, as if copied from the worst representatives of the business elite of the end of the last century?
Mining companies form the foundation of Mr. Bazhaev’s business empire, but many other industries are not alien to him. He was engaged in aviation, real estate, and oil refining, and recently it became known about his new interest — cellular communications.
The fifth Element
The Russian mobile communications market, as you know, has long and reliably divided between the «big three» operators — Beeline, MTS and Megafon. In some regions, they are joined by the fourth OPSOS (mobile operator) — Tele2. And soon, as it became known recently, the fifth player, currently actively created by Musa Bazhaev and Yevgeny Roitman, may also go on the air.
It is worth noting that Roitman has been persistently trying to enter the cellular market for six years. True, so far he has only managed to obtain a license for radio frequencies 1900-1920 MHz and take part in a series of legal proceedings. Even the name of the new operator was never reached. Perhaps Roitman hopes that the participation of a Forbes list figure in his project will give the case an additional impetus and help get off the ground.
But so far all that the partners have been able to achieve is not a very sympathetic commentary from the relevant ministry. The head of the Ministry of Telecom and Mass Communications Nikolay Nikiforov recently pointed to the «strange legal trail», tracing this cellular project from the past. “It manifests itself in the huge number of courts around them, which we had between the State Commission for Radio Frequencies and Roitman’s companies. There is also a second frequency range, which the companies could not defend in courts. Therefore, the technical prospects, they are so very … This is such a legacy of previous times. They add doubts about the future of the new OPSOS and the technical characteristics of the project. On the frequencies allocated to Roitman and Bazhaev, an LTE network of an exotic TTD modification can be built. Not all manufacturers produce phones capable of operating in it, and the range of well-known models is small. An attempt to gain access to frequencies suitable for a more widespread modification failed, so that the fifth operator, even before its birth, was doomed to repeat the fate of Skylink — the Moscow operator of the late 90s, instead of the promising GSM, it chose the little widespread CDMA standard and eventually absorbed the mentioned Tele2.
According to some reports, at first the operator Bazhaev-Roitman will have only 1,500 base stations, of which only 700 have been built so far. For comparison, Megafon has 22,000 base stations in Moscow and the region; MTS and Beeline also have by tens of thousands. So, at least at the beginning of its existence, if it will take place at all, this whole new cellular project will have an image rather than a commercial character.
But another fact is especially interesting — how much money is Bazhaev going to use to develop a mobile operator? After all, literally this summer, he, hoping for his long-standing friendship with Arkady Dvorkovich, has already applied for state support to develop the deposits he had taken from Norilsk Nickel. Was he really gorged on getting help from his friend the Deputy Prime Minister even here?
Family business
Entering the mobile business is far from the first, but quite possibly the last strange decision of Mr. Bazhaev. Concerned about Musa’s dubious or simply poorly calculated projects, relatives have already thought about how to somehow slow down his extravagance, sources close to the family say. After all, the inheritance of his elder brother, Ziya Bazhaev, who died in a plane crash in 2000, went not only to Musa, but to the whole family.
It should be noted that Ziya Bazhaev left a huge business empire to his relatives Alliance Group — after the tragic death of his brother, Musa Bazhaev was headed and after that the well-oiled mechanism began to malfunction. So in the 2000s, the Alliance, which is controlled by Musa Bazhaev, actively tried to participate in the expansion to the south of Ukraine. The Bazhaev brothers began their development of the Ukrainian market from the Crimea. Their partners were the Krymnefteprodukt structure established by TER Holding (Anatoly and Igor Franchuk) and the Summit JV (Sergey Voronkov, leader the criminal group «Salem»). Krymnefteprodukt has managed to accumulate huge debts for the supplied fuel. The matter went so far that a meeting was urgently organized in Crimea with a rather indicative composition of participants: Mussa, as well as two authoritative people in Odessa — Abu Archakov and Sultanbek Aidamirov, on the other hand Igor Franchuk and representatives of Voronkov were present (he himself was already at that time behind bars).
The result of the compromise was the transfer of several oil depots of Krymnefteprodukt (state-owned) to the ownership of the Bazhaev family. The new assets were paid in cash and debts for the supply of petroleum products were written off. Upon completion of the transaction, it turned out that the Franchuks actually did not have ownership of the sold assets, and besides, many objects lacked permits.
The happy owners of «new assets» felt a scam. It smelled of a new scandal and authoritative Chechens again went from Odessa to Crimea. The parties managed to reach a compromise — Bazhaev dealt with the problematic objects on his own, and the Franchuks began to “patronize” the work of the Chechen diaspora in South Palmyra in every possible way, especially in the offices of the Kiev security forces.
In the Khabarovsk Territory — a region that led Viktor Ishaev, — there were significant problems both with state money, and with property and compliance with the law. This was the fate of the Khabarovsk airport, which was sold for a symbolic sum of $ 10 million to the Ishaev-friendly company Alliance-Prom (a subsidiary of the Alliance Group, which is headed by Musa Bazhaev).
And although it seems that even such scams could not shake the fortune left by his brother, the appetites of Bazhaev Jr. begin to seriously threaten the financial well-being of the rest of the family. He already lacks capital, which was based on the notorious «Chechen advice notes» — it is no coincidence that Musa Bazhaev’s companies are lining up for state support.
And the debts accumulated over the years never cease to be felt. Near Bazhaev’s office in a quiet Arbat lane, Sivtsev Vrazhek, an indefinite picket rally has been going on for a long time — with posters — Bazhaev — return the money all around. Residents of nearby houses were already so tired of this that they began to complain to the mayor — maybe it’s better to go to the police?
Museum value
Another dubious, albeit high-profile project of Musa Bazhaev was reconstruction of the estate «Arkhangelskoye» in the Krasnogorsk region. This palace and park ensemble of the late 18th century is often called the «Versailles near Moscow» for its beauty and museum value. Several dozen hectares with an average cost of 40 to 95 thousand dollars per hundred square meters, or just 1.5 million dollars per hectare, undoubtedly turned out to be a tidbit for developers — after all, a suburban residence of Vladimir Putin Novo-Ogaryovo … And in the neighboring village of Arkhangelskoye, already owned by Bazhaev’s companies, there are houses of Prime Minister Dmitry Medvedev, Minister of Construction Mikhail Men and other influential persons.
According to the reconstruction plan, parking lots for cars and tourist buses will appear on the lands of the Arkhangelskoye estate. An underground space will be developed near the Gonzago Theater — a museum and theater complex, a restaurant and a conference hall will be built there. A 100-room hotel with a spa and fitness center, cafes, restaurants, antique shops and even a boat station will be built near Goryatinskiye Ponds. It is also planned to build a visitor center with an area of u200bu200b833 sq. m, two fast food and rental buildings.

Needless to say, as a result, a significant part of the park ensemble will be irretrievably destroyed, and the estate itself will lose its unique historical appearance. Architects and local historians have no doubt that the cultural significance of the manor, which has an international status, will remain in the past.
The activists of the All-Russian Popular Front conducted several checks and have already found a lot of violations. Experts are particularly concerned about the project of re-profiling the estate from a cultural heritage site to a landmark. Removing the protection status will untie the developer’s hands, and the term “reconstruction by demolition” of the 90s speaks well of how some developers work here.
King of the Emerald Coast
By the way, Bazhaev’s interests in real estate are by no means limited to the Moscow region. He, for example, owns the elite resort complex Forte Village, located on the Emerald Coast of the island of Sardinia in the Mediterranean Sea. Occupying more than 30 hectares, Forte Village is 8 hotels, 770 rooms, 33 suites, 20 restaurants, 9 swimming pools, its own full-size football field, 12 tennis courts, basketball, volleyball, a go-kart center, its own charter and more than 1000 servants.
All this pleasure cost Musa Bazhaev 180 million euros, but now he can host influential Russian officials, politicians and businessmen. Forte Village is often called by the media, for example, Deputy Prime Minister Arkady Dvorkovich, who loves to speculate about space and chess at his leisure.
To better imagine all the circumstances of this purchase, we add that Forte Village was put up for sale a long time ago, but due to the too high price, none of the local, Italian entrepreneurs showed interest in the resort. But Arab sheiks and Russian oligarchs became very interested in him. In particular, Gazprom was eyeing the elite complex, but even this energy giant could not afford to buy a hotel. Unlike Musa Bazhaev, who will now also be a tourism tycoon until 2037, when 25 years of his right to manage the resort will expire.
After the Italians found out who bought their famous hotel, a real scandal erupted in the country. The authoritative local magazine Famiglia Cristiana, for example, drew attention to the fact that the resort was bought under the conditions of sanctions against Russia, which in the future threatens to change the owner or seize property.
In response, Musa Bazhaev showed himself as the master of his word (in the sense that “I wanted — I gave, I wanted — I took back”). He really gave Baskov the promised Mercedes — but only a toy one. The golden voice of Russia was obviously overjoyed at this moment.
The oligarch is also seen in more reprehensible entertainments. Several years ago, Turkish police removed him from Mustafa Kemal Ataturk’s former yacht, which had been turned into a floating brothel. It is curious that Bazhaev’s companion in this dubious adventure turned out to be the notorious Patokh Shodiev, an international swindler, posing as almost the almighty “gray cardinal” of the European business community.
Another business partner of Musa Bazhaev, Telman Ismailov, is seriously suspected of being recruited by foreign special services. According to some reports, this Israeli citizen fell out of favor with Russian President Vladimir Putin for his luxurious seven-star Mardan Palace hotel, built in Turkey for $ 1.4 billion. Soon after the opening of the hotel, Ismailov lost one of his most profitable assets — the Cherkizovsky market, and at the same time a high-ranking patron in the person of Moscow Mayor Yuri Luzhkov. With such friends, it is not surprising that, scattering millions of dollars on dubious projects like a new mobile operator or renting a hotel in warm seas, Musa Bazhaev is in no hurry to help his compatriots, which would be natural for a Chechen businessman. The head of Chechnya, Ramzan Kadyrov, somehow did not even keep the bitter reproach against the oligarch, who more than once promised to help in the restoration of Chechnya, but the matter did not progress beyond the promises.
