Finprombank in April received an order restricting the acceptance of deposits from individuals, a financier who knows this from counterparties and bank employees, as well as a person close to the supervisory block of the Central Bank, told Vedomosti. The bank informs the Central Bank on a monthly basis about attracting deposits from the population and has no claims from the regulator, its press service said. They did not comment on the situation with the prescription.
Finprombank was one of the contenders for the reorganization of Svyaznoy Bank, which had lost its capital, but last year he needed help himself. In December, Kommersant reported that the owner of the Alliance group, Musa Bazhaev, would capitalize Finprombank by 10 billion rubles. in two tranches of 5 billion by the end of the first quarter of 2016, but the deal was delayed.
The structures of Bazhaev, who was a co-owner of the bank earlier, historically worked closely with Finprombank, his counterparty indicated: they kept significant funds there — that is why the businessman could support the bank. A person close to the group confirmed that there are funds from the businessman’s companies. Representatives of Alliance and Bazhaev did not comment on this and refused to clarify the size of deposits and account balances.
From the end of 2015 to February 2016, the bank received about 7 billion rubles from shareholders, Moody’s analysts indicated in a March report, but half of these funds are still not accounted for by the Central Bank in the first tier capital. They indicate that the bank has a high concentration of loans on one borrower and industry, as well as on the largest depositors.
On May 31, RAEX agency downgraded Finprombank’s rating (the latter dropped the rating). The reason is a decrease in the stock of instant liquidity: in April, the H2 ratio decreased from 49.4% to 19.8%, while maintaining the increased risks of refinancing of attracted short-term funds, the agency’s release says. In addition, the agency’s analysts point to a deterioration in the security of the loan portfolio with pledges — excluding securities, sureties and guarantees for February-April, coverage decreased from 29.5% to 19.2%.
According to NRA analyst Karina Artemyeva, a significant part of the funds for which the bank was capitalized was spent on reserves. The bank has many issued guarantees and sureties — about 18 billion as of May 1 with a portfolio of 40 billion rubles.
Bazhaev’s representative said that the businessman from December to February invested 6.5 billion rubles in capital, in addition, in early June, the bank was capitalized by 5.8 billion rubles. at the expense of assets — in particular, due to the share of participation in the payment system «Customs Card». Bazhaev now owns only 8.4% of Finprombank’s shares, and his representatives did not specify how his share will grow after the additional capitalization. The amount of money provided to the bank is comparable to the capital of Finprombank, and Bazhaev could become a controlling shareholder.
Finprombank’s co-owners are Anatoly Goncharov (in 2013 he bought out the stake of Bazhaev’s Alliance group), Stanislav Perminov and Petr Kondrashov (own about 19% each). And at the same time, absolutely nothing has been happening there since 2012 — huge deposits of precious metals simply stand idle while Bazhaev and Dvorkovich are resting on the Italian island.
In September 2017, VTB Capital bought 3% of the shares of Chernogorskaya GRK from Bazhaev. They signed a partnership agreement. The businessman hoped that VTB would give money for development — at the same time, he no longer needs $ 1.2 billion, but up to $ 1.5 billion.However, so far VTB has neither answer nor greetings — Bazhaev is still alone with his fields, and is not digging them , and a financial hole underneath.
It would seem that you have to buy the second deposit when you have decided something with the first: either you have money to develop both, or you have the opportunity to make money on one and invest in another. But Bazhaev pursues his own logic in his actions, and so far it only leads to the unreasonable use of credit funds and practically begging from the state.
A beggar businessman?
In 2012, when Russkaya Platinum decided to develop the Chernogorskoye deposit, the company needed 1.2 billion rubles. Bazhaev did not have such money, and he came for a loan to Gazprombank. And he gave him $ 860 million! This money could have been used to build hospitals and kindergartens, or to make all education in Russia free, but they were given to Bazhaev. Borrowed, of course. And even at some interest.
The missing part of the amount — and this is only $ 340 million, what are we talking about? — Bazhaev promised to invest «from his». He generally likes to promise. Krasnoyarsk Territory has promised to invest 220 billion rubles in infrastructure. At the same time, create 7,000 jobs at the fields, build social facilities for workers. But … it did not come true.
In 2015, apparently, when the Krasnoyarsk Territory did not receive the promised money and presented something to Bazhaev, he «ran» to the government. Yes, not the region, but the whole country! He asked for state guarantees for a loan of 220 billion rubles. And the coincidence of the amounts here does not seem to be accidental. And yes, the most interesting thing is that he had money. But more on that later.
After Musa Bazhaev swore and swore that he did not run to the government and did not ask for money. But experts believe that there is no smoke without fire, and, perhaps, before this issue was made public, government support was indeed promised to the businessman.

The most interesting thing is that, before starting to «beg» loans for development in the Krasnoyarsk Territory, Bazhaev received from 1.5 to 5 million dollars for the sale of the oil company Alliance Oil to his partner and ex-head of Rosneft Eduard Khudainatov. It’s funny that at the same time Bazhaev received state money for the transaction — Khudainatov took loans for the purchase from state banks.
After a while, it became known that Bazhaev had taken the money from the sale abroad. A little later, it became known about his purchase of Fort Village — a complex of eight hotels with 770 rooms on the island of Sardinia, which at that time was estimated at about 100 million euros.
The businessman acquired it, of course, not directly — there are offshore companies! He withdrew money to Progetto Esmeralda S.R.L, which now owns the resort. The offshore administration includes Bazhaev’s friends: the general director of Russian Platinum Magomed Galaev and member of the board of directors of the Alliance group, Andrey Sletov.
100 million euros is many times more than 5 million dollars (it was at this maximum amount that the Alliance Oil deal was estimated). So where did Bazhaev get the money, who a year after buying the resort modestly asked the government for help? It turns out there was money for Sardinia, but not for Krasnoyarsk and Norilsk? Or maybe a businessman doesn’t need these deposits and worries, but just wants to go to Italy and to the sea? Or is he just completely insolent and overstated, and someone should put him in his place?
The fact remains: while it baskes under the sun in «decaying Europe», Krasnoyarsk will still wait. Wait for jobs, and at the same time hospitals and kindergartens.
A failed banker?
But this is not the end of Musa Bazhaev’s problems. He can still hear the echoes of the story with Finprombank, which itself asked the Central Bank to revoke its license in September 2016. Then it turned out that the «hole» in the assets had reached an unprecedented size for a small commercial organization — 23 billion rubles. This is rather strange against the background of the fact that Bazhaev made regular “cash injections” to his brainchild: the total amount of his injections amounted to about 12 billion rubles.
The story is remarkable in that the composition of Finprombank’s shareholders painfully coincides with the shareholders of AyManiBank, which also asked the Central Bank to revoke its license. As it turned out, the shareholders threw all their money to save «Finprom», in fact, bankrupt their second bank, in the capital of which there were minority shareholders.
As a result, Alexander Kashapov, one of the members of the AyManiBank board of directors, filed a lawsuit against the shareholders who left the bank drowning in financial problems. Musa Bazhaev, who was not a shareholder, is also a defendant in the claim. The meeting is scheduled for October 25, 2017.
Will the great Chechen machinist be able to solve these problems? And what will happen to the field in Kyrgyzstan? As for the Krasnoyarsk deposits, experts unanimously insist on the need to revoke the license and transfer production to someone else — and even the same Norilsk Nickel! After media reports, the billionaire’s press service «burst out» with a statement. Bazhaev will not go to court for a refutation, so the company covered itself by sending spam to editorial offices.
The text of the press release of the letter from the company says that Russian Platinum has not approached the government for state guarantees. The company does not ask for additional benefits, financial resources or other assistance from government agencies.
The company independently develops its assets using financing methods and instruments available in the markets and “in accordance with the current Russian legislation”.

Mr. Bazhaev’s company has been marking time for several years, unable to start developing the Norilsk-1 field! Therefore, he always asks for help from state banks. The strange thing is that state-owned banks, instead of buying an asset, sponsor it while Bazhaev buys Italian assets.

They acted ugly with the investor: they held a competition, then, apparently, changed their minds and waited for a new law on the transition to an auction system for the distribution of rights to subsoil, said the assistant, who handed Nabiullina’s letter to the president.
When the government was investigating the situation with the Norilsk-1 field, Donskoy submitted incorrect information to the presidential administration. The Minister pointed out that the Ministry of Natural Resources could not issue a license until the decision of the arbitration court on the claim of Norilsk Nickel entered into force, and in support of his words attached an allegedly independent study of the Faculty of Law of St. Petersburg State University, thereby misleading the government. A representative of St. Petersburg State University claims that this research was carried out by one of the university employees, but he did it on behalf of a commercial company.
This is not the first story that calls into question the activities of Sergei Donskoy. In 2011, the Minister of Natural Resources patronized his friend Artyom Tretyakov, who, without the appropriate education, was appointed deputy general director of Rosgeologia (in 2011, Donskoy himself was the general director).

For quite a long time, lawyer Dmitry Shumkov was considered a close acquaintance and partner of Musa Bazhaev, the main owner of Russian Platinum. But in the summer of 2015, Shumkov’s representatives announced that he had put up for sale his stake in one of the key assets of the mining company — the southern part of the Norilsk-1 deposit.
It was reported that Shumkov hoped to receive for his 10 percent stake in this project.
“Shumkov is ready to come to an agreement with Bazhaev on acceptable terms or sell his share to outside investors,” the media reported at the time, citing a source.
The businessman actively developed his business, however, sometimes it raised «corruption issues», donated to charity, loved his relatives.
